What Is the NDIS Practice Standards Framework?

The NDIS Practice Standards are quality requirements used in the registration and audit framework for registered NDIS providers. They cover areas such as rights, governance, service delivery and safeguards, with additional modules for certain higher-risk supports. An unregistered provider is not audited against the registration standards in the same way. However, the NDIS Code of Conduct still applies, and participants should ask how any provider handles safety, privacy, incidents, complaints and worker suitability.

How the framework is organised

The standards include core requirements and supplementary modules linked to particular registration groups or types of support. Providers seeking or maintaining registration are assessed against the modules relevant to their services.

Safety is more than a certificate. It also depends on respectful behaviour, clear boundaries, accurate records, following agreed instructions and speaking up when a task is outside the worker's competence or role. Participants should be involved in decisions and should know how to raise a concern without fear of losing support. Look for evidence that safety is part of ordinary practice: the worker asks before acting, explains unfamiliar steps, protects private information and reports changes promptly. A person should never be pressured to accept a task, worker or arrangement simply because it is easier for the roster. Immediate danger should be handled through emergency services, not a routine feedback channel.

Practice Standards and Code of Conduct are different

The Practice Standards support registration and audit. The Code of Conduct sets behaviour expectations that also apply to unregistered providers and workers.

Ask for plain answers rather than broad assurances. A provider should be able to explain which checks or training are relevant to the actual duties, how current information is verified, what happens when a worker needs guidance and who you contact if something goes wrong. Keep copies of agreed support information where practical. Distinguish a legal requirement from a provider policy and from a good-practice preference; they are not always the same. Ask whether information relates to the proposed worker or is only a general company statement. If circumstances change, pause and reassess the task instead of assuming an earlier agreement automatically covers new risks or responsibilities.

What unregistered status means for choice

Self-managed and plan-managed participants may use unregistered providers. NDIA-managed participants cannot use Valencea because it is unregistered.

Is every provider required to be registered?

No. Many supports can be delivered by unregistered providers to self-managed or plan-managed participants, while some support types require registration.

Do the Practice Standards replace the Code?

No. They serve different purposes. The Code of Conduct remains a key baseline for provider and worker behaviour.

Does unregistered mean no obligations?

No. Unregistered providers and workers remain subject to the NDIS Code of Conduct and other applicable Australian laws.
