What is an unregistered NDIS provider — and is it safe to use one?

An unregistered NDIS provider is a business or individual delivering NDIS supports without going through the formal NDIS Commission registration process. This does not automatically mean lower quality or less safety — but it does mean the usual registration checks aren't automatically in place, so it's worth asking directly about screening, insurance and experience rather than assuming.

This is a genuinely common source of confusion for families new to the NDIS, and an understandable hesitation — 'unregistered' can sound like a red flag when actually it simply describes a specific administrative status, not a judgement on quality.

What registration actually involves

NDIS registration is a formal audit process against the NDIS Practice Standards, generally required for providers who want to accept agency-managed (NDIA-managed) funding, or who deliver higher-risk supports like Supported Independent Living. It involves ongoing compliance obligations and periodic re-auditing.

Unregistered providers are not required to go through this audit, but they are still bound by the NDIS Code of Conduct, and the NDIS Commission can still investigate complaints against them.

It's also worth noting that registration requirements have been part of the broader 2026 NDIS reform discussion, with some proposals around tightening registration rules over time. As with other reform areas, it's worth checking ndis.gov.au for the current position rather than assuming today's rules will remain unchanged indefinitely.

Who can use an unregistered provider

Self-managed and plan-managed participants can choose to use unregistered providers. Agency-managed (NDIA-managed) funding can only be paid to registered providers, so unregistered providers are not an option for that funding type.

How to check safety and quality directly

Since the formal registration audit isn't automatically in place, it's reasonable — and sensible — to ask an unregistered provider directly about the things registration would otherwise confirm. A confident, transparent provider should be able to answer these questions clearly and without hesitation, generally before you've even had to ask directly at a Meet and Greet.

  • Ask whether workers have a current NDIS Worker Screening Check or equivalent
  • Ask about insurance — public liability and, ideally, professional indemnity cover
  • Ask for references or examples of experience relevant to your specific needs
  • Ask what training workers complete, particularly for anything safety-relevant
  • Read the service agreement carefully before signing anything

Why some experienced, high-quality providers choose to stay unregistered

Registration involves an ongoing formal audit process, which comes with real cost and administrative overhead. Some smaller or more specialised providers choose to stay unregistered not because they're avoiding scrutiny, but because their client base is entirely self-managed or plan-managed, and the cost of registration wouldn't be matched by any change in the support they could actually offer those participants.

This is worth knowing because it reframes the decision: 'unregistered' can reflect a deliberate business choice about who a provider primarily serves, just as much as it can reflect a newer or smaller operation. Either way, the questions worth asking — about screening, insurance, experience and references — stay exactly the same regardless of the provider's size or history. Longevity and word-of-mouth reputation in a local community can also be a genuinely useful signal, alongside the more formal checks.
