NDIS community participation explained: Core Supports vs Capacity Building

Why "community participation" isn't just one thing

It's a genuinely common source of confusion: the phrase "community participation" can show up in two different parts of an NDIS plan, funded from two different budgets, aimed at two different goals. Neither is more "real" than the other — they're just built for different purposes, and a lot of participants use both at different points, or even at the same time.

Community participation under Core Supports

Inside the Core Supports budget sits Assistance with Social and Community Participation — day-to-day, accompanied support to actually take part in activities: getting to a social group, being supported at a class, attending an outing. This is ongoing, flexible support for participation itself, not specifically about building a new skill — it's there so you can keep doing the things that matter to you, with support, on a regular basis.

Community participation under Capacity Building

Separately, the Capacity Building budget has its own category — Increased Social and Community Participation — aimed at building your skills and confidence so you can take part more independently over time. This might look like structured training to build social skills, support to join and settle into a new community or hobby group, or working toward a specific participation goal with an end point in mind, rather than open-ended accompanied support.

Capacity Building funding is generally tied to its specific purpose and, unlike Core Supports, can't be moved across to a different category if your plan changes — worth keeping in mind if you're weighing up which category to ask for at your next planning meeting.

So which one is right for you?

It often comes down to your goal. If you want ongoing, regular support to keep participating in something — a weekly group, a standing outing, community access as part of your routine — that's the territory of Core Supports' Assistance with Social and Community Participation. If your goal is to build the skills and confidence to eventually participate more independently, with support tapering as you progress, that points toward Capacity Building's Increased Social and Community Participation instead.

Many participants have both in their plan at once — accompanied support for what they're doing right now, alongside capacity-building work toward doing more of it independently later. Your Support Coordinator or planner can help you work out the right mix for your specific goals.

Is community participation funded from Core Supports or Capacity Building?

It can be either, depending on the goal. Core Supports funds ongoing, accompanied participation (Assistance with Social and Community Participation); Capacity Building funds skill-building toward more independent participation (Increased Social and Community Participation).

Can I have community participation funding in both categories at once?

Yes — many participants do. Ongoing accompanied support and skill-building work toward independence aren't mutually exclusive, and often complement each other.

Can Capacity Building community participation funding be moved to Core Supports if I need it there instead?

No. Capacity Building funding is generally tied to its specific purpose and can't be reallocated across categories the way Core Supports funding can move between its own sub-categories.

How do I know which category is right for my goals?
